LADBS & Express Permits

Purely cosmetic work (paint, flooring over existing subfloor, like-for-like fixtures) usually needs no building permit. Any wall relocation, new circuits, plumbing moves, HVAC changes, or structural alteration triggers LADBS permits — many residential kitchen/bath scopes qualify for Express Permit; commercial TI and larger residential projects go through plan check.

Substrates & LA Building Stock

Common LA interiors include plaster-over-lath in older homes and multi-family, gypsum board in post-war and newer construction, concrete tilt-up warehouse office build-outs, and mixed assemblies in adaptive-reuse projects. We specify prep, vapor control, and coatings matched to these substrates and LA’s dry climate.

One License, Multi-Trade Coordination

B-license general contracting plus C-33 painting lets us self-perform or tightly coordinate framing, drywall, MEP rough-in, millwork, flooring, and final coatings without multiple prime contractors — critical for schedule-driven commercial and multi-family work.

Commercial & Multi-Family Reality

Most high-intent interior remodel searches in Los Angeles involve occupied offices, retail, medical suites, or multi-family buildings. We phase work to keep operations running, coordinate after-hours access, and deliver landlord/tenant improvement scopes that clear LADBS and fire-life-safety review.

Process

Our Los Angeles Interior Remodel Process

1
Step 1

Assessment

On-site walkthrough of the space (office, multi-family unit, residence, or warehouse conversion). We document existing layout, MEP condition, structural elements, accessibility gaps, and any HOA or landlord requirements. Pasadena HQ proximity keeps response times short across LA.

2
Step 2

Spec & Prep Plan

Detailed scope covering demolition limits, new partitions, electrical/plumbing/HVAC moves, finish schedule, Title 24 items, and SCAQMD-compliant coatings. We produce clear pricing and a phasing plan for occupied buildings.

3
Step 3

Permits (When Needed)

We prepare and submit LADBS applications. Cosmetic-only scopes often proceed without a building permit; kitchen/bath system work frequently uses Express Permit pathways; commercial TI and structural changes go through full plan check with fire and accessibility review as required.

4
Step 4

Execution

Phased construction with dust, noise, and access controls so businesses or residents can stay operational where possible. Framing, MEP rough-in, insulation, drywall, millwork, flooring, and coatings sequenced under one project manager.

5
Step 5

Walkthrough & Close-Out

Final inspection coordination, punch list, as-built notes, and warranty handover. For commercial TI we align with landlord work letters and tenant move-in schedules.

All projects staged from our Pasadena headquarters for efficient mobilization across Los Angeles, the Westside, DTLA, Hollywood, and the Valley.

Regulations

Los Angeles Interior Remodel Regulatory Notes

Do I need a LADBS permit for an interior remodel in Los Angeles?

Cosmetic work limited to paint, flooring over existing subfloor, cabinet fronts, and like-for-like fixture swaps in the same location generally does not require a building permit. Any new walls or openings, plumbing relocation, new electrical circuits, HVAC changes, structural alteration, or change of occupancy triggers permits. Many residential kitchen and bath remodels without structural changes qualify for LADBS Express Permits; commercial tenant improvements and larger scopes go through plan check.

Are interior remodels regulated inside HPOZs?

No. Historic Preservation Overlay Zones regulate exterior alterations visible from the public right-of-way. Pure interior modifications that do not change exterior features are exempt from HPOZ Board review. Building permits from LADBS still apply when the scope requires them.

What about SCAQMD VOC rules for interior coatings?

Architectural coatings applied in the South Coast Air Quality Management District must meet Rule 1113 VOC limits (flat coatings 50 g/L, nonflat 50–100 g/L depending on category, with specialty limits as listed). We specify and apply compliant products for all interior painting and coating scopes.

How are commercial office and multi-family projects handled differently?

Commercial TI and multi-family work frequently involve fire-life-safety review, ADA path-of-travel upgrades, and landlord or HOA coordination. Occupied-building phasing, after-hours work, and Temporary Certificate of Occupancy strategies are standard. Residential single-family remodels more often use Express Permit pathways when systems stay in place.

After design and permit issuance, basic cosmetic TI can complete in 3–6 weeks; mid-range office TI with new partitions and MEP commonly runs 6–14 weeks of construction; more complex or restaurant/medical scopes take longer.
